The radiant faerie lords who rule the eladrin courts, wielding swords of light, deadly gazes, and power enough to stop time or grant wishes.
Tulani are tall, stately elven lords in shimmering robes of ever-changing color, so beautiful and graceful that their voices sound like music and their faces shine too brightly for mortals to look at comfortably. A magical aura surrounds each one, which evil creatures cannot bear to approach.
Tulani need no weapons or armor. At will they summon a sword of fiery light equal to a +4 sword of sharpness, adding 2d8 positive energy damage against evil foes. Despite their slender build they wield Strength 20, and they can fly whenever they like.
An evil creature under 8 Hit Dice that meets an angry tulani's gaze must save vs. spell or die, and even survivors are blinded and terrified for 2d10 rounds. Nonevil foes, and evil ones of 8 HD or more, suffer the blindness and fear only on a failed save.
A tulani can take the secondary form of any other eladrin at will, keeping its own AC and THAC0 but doubling the damage of a coure's, bralani's, noviere's or firre's second form; in ghaele form its light beams deal 3d12 and never miss.
Its aura counts as protection from evil at double strength out to 20 feet, a minor globe of invulnerability and protection from normal missiles, and evil creatures must save vs. spell even to come within 20 feet. It casts spells as a 16th-level priest and, once per round, can use mass charm, hold monster, ESP or detect invisibility; continual light, dancing lights, color spray, advanced illusion or improved invisibility; teleport without error, telekinesis, dispel magic or wall of force; prismatic spray or polymorph any object; or a 12d8 chain lightning bolt. Once a day it may use meteor swarm, power word kill or time stop, and once a year it can grant another creature's wish. Only weapons of +4 or better, or cold-wrought iron, can hit it.
The tulani are the greatest of eladrins, the faerie lords of their home plane. Their courts are scattered across the mountain realm of the gods and never stay in one spot for more than a night. Peaceful by nature, they take up arms only when the plane itself is in danger or a truly dire crisis demands it.
Visitors soon discover that eladrins who do not wish to be found are very hard to find. A mortal granted an audience had better watch his tongue: tulani tolerate no rudeness, though they are generous hosts to guests who behave.
Tulani are rarely met in person. They watch over the plane as stewards of the eladrin realms, each usually commanding shiere warriors, several ghaeles and firres, and countless coures. They answer only to the Star Queen, who shares the plane with them, and within their own domains they rule as they please, generally as kind but remote lords who let their subjects live freely.
