Mischievous ice spirits that drift down as dazzling snowflakes, freeze victims in a killing cloud, and nip off noses and fingertips for the fun of it.
These cruel ice spirits haunt mountain peaks and polar wastes in groups called flurries. Though the name is masculine, a jack frost may look male or female. Each shifts freely among three forms: a swirl of exquisitely patterned snowflakes, a white vaporous cloud, or a small, pale blue humanoid with silver eyes and icicle hair of white or silver. In humanoid form they go barefoot in gauzy white clothing even in the bitterest storms, the 'males' in tunic and trousers, the 'females' in gowns. All wear sly, charming smiles, and they speak only their own tongue.
Snowflake-form frosts tumbling from the sky are so lovely that onlookers who fail a save vs. spell are entranced as by hypnotic pattern. Having drifted close, they become a 10-foot cloud of freezing mist, often merging with others into a bigger cloud, and roll over their victims for 5d6 cold damage, halved by a save vs. breath weapon.
Then they take humanoid shape and go after individuals. A touch sends an icy jolt through the body, stealing heat for 2d4 cold damage. A bite does 1d6 damage from heat loss and numbs the bitten part. They always target nose, ears, lips, fingertips and, when reachable, toes, with no attack penalty for aiming there. These nips cause frostbite: unless the area is gently warmed, treated with healing potions or similar care within the hour, there is a 75% chance gangrene sets in and it must be amputated.
As snowflakes or cloud they are AC 0, struck only by +2 or better weapons, and unaffected by magic other than gust of wind and spells that summon or control weather, which drive them off. As humanoids they are AC 5, harmed by any weapon, and vulnerable to every spell except cold-based damage.
Flurries roam frozen lands hunting body heat to eat and mortals to torment. They have no real society, only endless, elaborate games driven by alien whims and sly schemes no mortal can follow, each aimed at 'winning' the current contest.
They have no true sex; one reproduces by warming until it melts and then reforming as two. They care nothing for treasure except as bait, scattering their victims' valuables around their current haunts to lure in fresh prey.
