The vast crystal giant who rules the quasi-elemental plane of Mineral from a jeweled throne, guarded by a whirling cloud of ioun stones and plotting his rise to godhood.
Quarzheon calls himself lord of the plane of Mineral and prince of every quasi-elemental living there. He takes the form of an enormous crystal giant, one of the largest quasi-elementals known, enthroned on a seat of rare minerals and gems. He holds a scepter set with gemstones, many unknown on the Prime Material Plane, and at least 20 working ioun stones (never burned-out gray ones) circle him at all times.
He casts spells as a 14th-level wizard, with access to any spell up to 7th level. Once per day, in light at least as bright as continual light, he can also raise a prismatic sphere. His scepter works only for him and doubles as a rod of absorption and a staff of the magi, with practically endless charges. His ioun stones boost his powers well beyond those of any other quasi-elemental.
His greatest weapon is his cunning. Many lesser quasi-elementals who tried to dethrone him were tricked into the perilous fringe where Mineral meets the Positive Material Plane, beaten there, and hurled into the energy plane to be destroyed forever.
Quarzheon claims the whole plane, though his rule does not truly reach that far. Most natives respect him, and even earth elementals usually leave him be or grant him grudging regard. Shards and trilling crysmals spy for him and report every intrusion from other planes, while hundreds of spined shards serve as his soldiers and punishers.
He cares only for guarding his realm and growing stronger, hoping one day to become a demigod worshiped by his subjects. The handful of mortals who have seen his palace and survived describe a marvel built from a thousand kinds of gems, defended by hundreds of quasi-elementals and perhaps by unknown things as well. Some of his ioun stones were tribute from favor-seekers; others his minions collect deliberately, and rumor tells of a hidden retreat deep in the plane where thousands float free.
Quarzheon keeps his plane rich in minerals. On rare occasions he will give ioun stones to a worthy petitioner or trade gems for something valuable.
Along the Positive Material border, his servants tend chosen ioun stone nodules in private incubators, some there for ages and still gaining strength. The stones they produce have unique, mighty powers but hold limited charges, often shattering after just 1d4 uses, and a spent stone turns dull gray. The DM may invent their powers, keeping game balance in mind.
Fossilizer (indigo blue trapezohedron): emits a fossilizing pulse in a 30-foot radius against all living beings; save vs. petrification at -4 to resist; 1d4+2 charges. Wish stone (frosty white octahedron): holds 1-4 wishes, as the 9th-level wizard spell. Transmuter (blood red orthorhomboid): converts nonliving mineral to energy, utterly disrupting one rocky or crystalline 10-foot cube per use; 1d8+2 charges.
Energy drainer (black pyritohedron): range 60 feet, drains all magic from one item or one level or Hit Die from one creature; save vs. spells for living targets or vs. disintegration for objects; 2d4 charges. Energy pulser (brilliant green bipyramid): floods a target with energy for 1d8 damage per round over 1-10 rounds and heats all metal within 20 feet as heat metal; 2d6 charges. Insubstantializer (clear, joined spheres): makes the user ghostly and immune to all physical and magical attacks for one turn; 1d6+1 charges.
