No true vampire, this is the ghost of a wild elf woman who drowned herself in grief. It takes the shape of a mist-shrouded elf or a pool of water, needing a round to switch, and an eerie cold spreads up to half a mile around it.
Warmth is its food, and thinking prey such as elves and humans tastes best. As an elf it casts wall of ice, ice storm and cone of cold once each daily at 7th level, and its touch steals 2d4 hit points for itself, up to 50 over its maximum; the extra fades in 24 hours.
As a pool under a waterfall, it can enthrall one creature within 240 feet, ignoring the usual charm immunity of elves and their like. On a failed save vs. spell the victim wades in and touches it, losing 2d4 hit points each round to the spirit until dead or pulled free.
Evil and solitary, it stays near falls and pools, a spirit outside nature's order.
